Being a memory wasn’t the same as being a ghost. At least the ghosts could interact with others. It wasn’t dead, it wasn’t alive. It was just a memory.
So even though Potter had destroyed the diary that Tom the memory had lived in, he was remembered by those who kept him in their own memories. Those who knew what happened. Potter himself, for example.
But Ginny remembered him also. When Harry tumbled out of the maze with Cedric’s body in tow, she remembered Tom and his promise that he would return, and that she’d regret the choices she’d made.
