please critique

I have been looking at this thing for so long and i hate it. I am ready to scrap the whole thing, but maybe together we can save it. Please tell me what needs help.

i like the one in the top corner that's looking at us - maybe add another like him?

Yeah, I like it too, but I understand that that's no help if the painting isn't doing it for you. The only thing I can think of is maybe a sharper contrast between the fishes and the water, maybe?
