RE: Increased DEMENTOR SIGHTINGS

The true nature of a DEMENTOR is something that has not been studied for obvious reasons. However DEMENTORS appear to be able to drain a person’s most happy and enjoyable memories until their entire soul is destroyed. It was for this reason that the DEMENTORS were contracted to serve as guards for AZKABAN prison. Where and how DEMENTORS originated is also another mystery.
While the DEMENTORS left the AZKABAN over six months ago the MINISTRY have seen no sign of them since and every attempt to make contact with them has failed. It is only logical to assume that they have joined forces with VOLDEMORT and are now following his orders. What these orders are is something that remains unknown though every effort is made to find out.
However within the last two weeks we have had over two hundred reports of DEMENTOR sightings mostly localised within magical areas such as HOGSMEADE and DIAGON ALLEY. HOGWARTS has of yet remained untouched. Also to date no one has been attacked or administered the KISS however many of the reports spoke of the coldness and horrible feelings associated with the DEMENTORS. The sightings of the DEMENTORS appear sporadic and follow no obvious plan but to assume they are just random sightings would be foolhardy at such a time.
One possible reason behind employing the DEMENTORS this way is to raise fear and suspicion within the magical population. Included in the sighting reports were a number of physical incidences that resulted from the DEMENTOR’S appearance. One conclusion that can be drawn from this is that VOLDEMORT is attempting to unsettle witches and wizards in an attempt to raise the kind of chaos that would be beneficial to his plans.
Of course there is the possibility that the DEMENTORS left AZKABAN of their own volition and are now following their own desires. However many of the AURORS fear this is unlikely and their actions only speak of a larger plan. It is also interesting to note that there have been no reports of any DEMENTORS approaching MUGGLES. Of course, this could just be due to the fact that they cannot see them, but the British tabloids (MUGGLE newspapers and magazines devoted mainly to gossip) have been devoid of any stories suggesting such a thing.
In the event, of course that the DEMENTORS are following a specialised plan of attack it has been recommended that all major magical areas such as DIAGON ALLEY, HOGSMEADE and HOGWARTS have their wards strengthens and spells to guard against DEMENTORS rewoven and the magic renewed. It has also been recommended that additional warnings be sent out to the general public about the signs to look for and defences against the DEMENTORS like the PATRONUS CHARM. As of this moment there is no defence against a DEMENTORS KISS and no way to reverse its effect after administered. Unfortunately there is also no way to warn and prepare the MUGGLE population for such an attack.
The only other course of action we can provide is to wait and try to garner some information about VOLDEMORT’S intentions.
( OOC: The theory is that authorities at Hogwarts, Hogsmeade and Diagon Alley have all been appropriately warned somehow but I'm thinking that Owls can be too easily compromised, so technically Dumbledore and co. know the above but there is no major threat or cause to do anything yet. )
