I think more people would be attracted to the community if the application was shorter too. you don't need to know every detail about a person.I know I hate filling out long applications. just a suggestion though.
also, more people may join if things such as the layout and icons weren't of one specific band/singer. again, personal opinion, but I say pick more of a general topic, because not eveyone likes whomever may be on the site, so they decide not to join.
I don't know, maybe I'm all wrong, just some suggestions if you wanted to get the community fully started up again.
