Made in Adobe Photoshop CS.Contains selective coloring & adjustment layers.
Easy,not sure if it's translatable...

1. We take our base, duplicate it, & set the second layer to Soft light 100%


2. Image -> Adjustments -> Selective color
Greens:
-100; +98; -55; +70
Neutrals:
0; 0; -4; 0


3. Image -> Adjustments -> Color balance (make sure that Preserve Luminosity is selected)
Midtones:
+28; +16; -30
Shadows:
+10; -31; -7
Highlights:
-35; -14; -3


4. Image -> Adjustments -> Hue/Saturation
Master:
+17; +16; -11


5. Image -> Adjustments -> Selective color
Reds:
+8; -42; +49; +33
Yellows:
-30; +21; -61; +49
Whites:
+76; -22; -15; -46
Neutrals:
0; -19; -10; -7
Blacks:
-20; +20; -9; -3


6. Create a new layer, fill it with color #001525 & set it to Exclusion 100%


7. We take this texture by 77words & set it to Screen 100%


8. Taking this texture by cielo_gris & set it to Linear burn 100%
(I actually used another,but I can't find it,since my texture folder is HUGE ^^; )


9. Taking this texture by one of the people in this post (oops! xD ) & set it to Screen 100%. We take the Move tool (V) & move the texture in the lower right (:


& that's it! :D
