Have you tried re-installing your browser? I assume you use Internet Explorer...which you might want to just simply update. It's entirely possible that certain websites have simply surpassed your browser and it doesnt have the tools to view them anymore.
OR you could download a new browser...something like Mozilla Firefox. It's a little different than IE but they are improvements in my oh-pin-yun.

It very much doesn't sound ilke this is the problem, since it's across many programs, and it's not that the pages load and screw up, they don't load, period. (Try looking at LJ with Netscape 4.0 - it'll look ugly as hell, but it should load.)
It sounds like a problem with name resolution? Particularly because before she could look at pages by substituting the IP for the domain name...
I did some googling and it seems that a common thread among people with the problem is the combination of Norton and XP. You say disabling the norton firewall doesn't fix it, but it might be worth it to completely uninstall norton and see what happens. Also it might be worth it to install different virus software to make sure you're clean.
It may be something else though. I've now read posts by people running OSX and linux with the same problem...
Do you occasionally get broken images (especially ads) on websites?
