It seems to be listing IP addresses by their first number, and then telling you to whom all of the IP addresses starting with that number have been allocated.

So, apparently, all IP addresses beginning with 19 belong to Ford Motor Company, while all IP addresses beginning with 96 belong to registrars in the United States, etc.
