I think it probably helps with incidental noise like people walking past or even talking quietly. Maybe even reduces train noise a little bit, but subway trains are LOUD so I can't imagine it does much good as far as they're concerned.

Probably depends on why he's homeless. If he's just had really bad luck, then he'll presumably call. If he's severely mentally ill or otherwise unemployable, then maybe not.
