I agree. Remember how airplanes used to be separated into smoking and non-smoking sections? Perhaps some genius airline exec (a rare breed if ever there was one) will offer passengers a choice of "conversing or non-conversing" seats. This may not ensure a good conversation, but it would increase the odds of having one and, at the very least, resolve some of the awkwardness of those situations where one person would like to talk while his seatmate desperately tries to think of a way out of it.
