A scenario:

You're in Oxford, or Cambridge or some similar old school university town. You're walking to your college. Outside is a small, friendly, lost dog. It recognises you as a kindred spirit, comes over to say hello, and is reluctant to let you leave it alone.

Thing is, we're not actually a very litigious society. However, we now have an ingrained Fear of litigation.

Oh, and shouldn't you have titled this post "I, for one, welcome our new three-ring binder overlords"? :-)

At York Uni (sorry, The University of York) I witnessed the transition between the two forms of university security. York is only 40-odd years old, and most of the college and department porters have worked there for most of that time. 95% of them are kind and helpful and do lots of other useful things besides just trying to keep down the crime rate - like sorting the mail, signing for parcels, loaning baggage trolleys, giving directions and all that, not to mention letting you back into your room when you're locked out and slightly drunk at 4am. They are Really Useful People ( ... )
