Personality: As a member of the Kids Next Door, Wally is very obviously a kid. He hates the idea of growing up, and resents adults and teenagers alike. Also as a member, he battles against supervillains with the 2x4 technology available to him through his team. While he does show a disliking for teenagers and grown-ups, he also shows a disdain for anything girly and overly frilly. He's generally friends with all of his teammates, seeing Numbuh 1 as his best friend and usually hanging out with Numbuh 2. His interactions with Numbuh 5 aren't that frequent on the other hand.
A recurring element in the series however is his friendship with who would seemingly be his antithesis on the team. The overly girly overly affectionate Numbuh 3 has not only been seen as a friend to Numbuh 4 as well as a teammate, but he also very obviously has a crush on her. In life or death situations, he almost confesses this to her, however he usually attempts to mask it to save face. From this, it's shown that he doesn't like showing emotions such as that.
On that note, his main trait is his toughness. Against prominent enemies, he shows a courageous side more often than not and will fight back. Numbuh 4 is also tempermental, getting angry when something doesn't go his way or someone tries to take something of his. On that note, he hates it when his friends mess with him and make fun of him, trying to seem overly tough and uncaring but usually failing at it. In fact, when something happens to Numbuh 3, he immediately gets angry and plots revenge for her, and when Numbuh 1 seemingly resigns from his post in the Kids Next Door, he tears up.
Despite his toughness, he does have a somewhat cowardly side to him. When presented in a situation where there's something supernatural happening, such as with a (spank-happy) vampire or aliens, he's shown to try to calm himself down and be afraid of whatever's around. He's hesitant to take on missions with extremely quiet areas, as they freak him out. On that note, he also has a disdain for having anything to do with water, as he's unable to swim.
That toughness is a trade for something that's missing from him, and that's booksmarts. He's definitely not the smartest kid in the world anyway you look at it, as he often spells things wrong and uses numbers in words. He takes pride in his answers however, believing them to be correct no matter what. In short, he's oblivious to his somewhat dumbness. However, he's not completely stupid. As far as certain things in field go, he can show a mild intelligence and cleverness on certain occasions. In school however, he is a complete idiot.
Abilities: Numbuh 4 is athletic, as he's the hand-to-hand combat specialist of the KND. He also knows how to use the 2x4 technology that's used by the KND during missions.
