Switching to recumbents should help with the downhill fear. The risks of high speed are a lot less, and your instincts will catch up to that. Generally, the worst case scenario is that you butt-surf asphalt for a few feet. That's painful (I've got a mole on my right shoulder that I suspect is a piece of asphalt), but it's refreshingly not life-threatening.
If you dressed like paeyl does for biking, even the butt-surfing would be pain-free.
