Yeah, "fashionista" is an obnoxious word for several reasons.
I suppose they would have to use tulle ruffles on a strapless gown. With that many ruffles, anything heavier would pull it down and result in wardrobe malfunction. :)~
Personally, I'm of the opinion that mermaid dresses are not flattering to any woman that actually HAS hips. But that's just my opinion. But you're right, this is a particularly bad one. The whole ruching look of the rest of it just makes it look like the dress is too tight on her, which really doesn't help with the whole "I killed the Abominable Snowman and now I'm wearing his pelt around my knees as a blanket" effect.
