Some dealers have payment calculators on their websites, so you could probably figure that out there. I think it mostly factors in by what your credit score is, although some dealerships just screw the hell out of you.
I'd definitely recomend buying a used car. New cars lose their value really fast, and if you get a used car that's only a few years old (like a 2002) it can be as much as half the price of a new one.
Used cars, especially Hondas and Toyotas, are under warranty and are great buys, especially for a first time buyer.
I'd recomend a Honda Civic, somewhere between the years 1999 and 2004 for a used one. Honda Civics have the best fuel efficiency on the market, and a used one will be a great deal.
