hum.
Try some moisturizing lotion with Aloe?
I use St. Ives Aloe Vera.
(it's hand lotion but some of the stuff around is way over priced)
It's cheap and it works.

Exfoliating might help, though in my personal journey I find that it's only really bad in the winter. YMMV of course.

well oddly enough after many months of HRT, i didnt have much of a problem this winter
