I get good textures from 005 ink pens when inking on real paper, but it depends on what look you want at the moment. The smaller pens are better for when you're trying for more photorealistic, pencil-ly or gritty, since you can get more gradient levels out of them.
If you can't figure out how to do the star bursts on the PC (I still have issues with doing linework on the computer), you could always draw one on paper, scan it, and save it and use it over and over. Just rotate/transform it and inverse parts of it for shadow, etc. You can buy books with things like that already done for you if you're lazy.

I like playing with different pen sizes too! I do notice a bit more of a detailed look with more older pages, but I fell in love with the thick brush-like size while doing that superhero spoof. I adjusted it a bit more for the pages after that--but I keep wanting to go thicker, lol. I worry about the main lineart lines becoming too thick.
MS has different types of layers, but the common raster layer is just like PS. I work with a lot of layers--separated by: lineart, character details, hair, SFX, special effects, bg linework, and bg details. Good times, bouncing around.
MS also has a nifty burst and speed line tool, it can create all sorts of effects and you can adjust it to bend completely to your liking. It's easy to go back and change it if you want as well. (・∀・)ノ
