The measurements per capita are hardly accurate, though, since the number of *citizens* in the Vatican is vastly lower than the average number of *people* there. If you want crime per capita, you need to compare apples to apples: number of crimes committed by citizens divided by number of citizens, or number of crimes committed total over the total number of people there.
Purse-snatching is a problem anywhere you have a whole bunch of tourists. Poor Dr. Sneed's mom...
