I wonder if the crowdedness is a nationwide thing, we had the same problem (though not to the "sleeping on cots" extreme) here. Building a new pair of dorm halls to try and help with that.

Look on the bright side though, at least you don't have the possibility of the bed falling onto your back while bunking it (proving once again Bismark's statement: "There is a Providence that protects idiots, drunkards, children and the United States of America.").
