Not sure about the bugs, but your romaine bolted.

wow, thanks for that link, it looks like a couple others are going to bolt as well :( I think I need to plant them where the sun is not so full on all day, plus we have already had some triple digit temps, disappointing but live and learn!!

I was going to say the same thing...the romaine has already gone to seed...too hot probably.
As for those bugs...?
Not sure but don't think ticks would be on a romaine leaf like that...

The romaine looks awesome but I understand bolting is not a good thing as far as edible lettuce.

Its flowering and will be bitter

It's bolted and it's going to taste awful now. Lettuce of any sort is a cool weather plant. You could try plating indoors in a container.
