Hey, when I was requesting a fic in Mugen no Juunin | Blade of the Immortal fandom an d I was putting up the third caracter Manji, it offers me only Magatsu Taito as the third character. I nominated Manji, it shows clearly on my personal noms.

What is going on?

That is an AO3 bug where it won't always show all the nominated characters. Just copy and paste from the tagset and the form will take it.

You can sign up on AO3 to request fanfic or fanart but you have to request at least three fandoms and you aren't guaranteed to get more than a single character in your gift. However, a Bucky/Wanda AU is totally appropriate as a prompt in your optional details as long as you are aware that you aren't guaranteed to get it.

You sign up there. You select three fandoms, at least one character each, medium, and trick/treat. You can also include optional prompts. You should make sure to include a list of DNWs (do not wants). You must also offer gifts for you to give.
