Welcome to DC. :) The DC Tri Club has various rides around the area during the week and weekend, just look on our forum to see who's riding when. We do ask if it's a club training event that you're a member so you're covered by our insurance. You'll find us a pretty welcoming group, we have regular social events as well as training (our annual meeting & Kona viewing party is coming up on the 19th).
As a woman, I probably wouldn't hit any trails alone after dark, but if night is the only time you can ride during the week, you could invest in a bike trainer or spin classes and do most of your outdoor biking at night. Also, I feel pretty safe at Hains Point usually, to do some laps.
If the League of American Bicyclists offers courses in your area, it might make you feel more comfortable on the bicycle. This is referring to handling/traffic skills and not traversing dark paths. ;)
