Why is it that some parents find it so hard to get their children to behave in public places?  I just came back from dinner, and spent at least half of it watching the woman at the next table as she tried (and failed) to control her daughter.   Not a toddler, mind you, this girl was probably about 8 or 9 years old.

I figure that whiney/annoying kids are like bad dogs, only the owners/parents are to blame.

Whining/annoying is not so bad....sometimes it can't be helped. But this girl seemed deliberately willful. She just HAD to do everything her mother told her not to do. Just to prove that she could. (Think 16 year old rebellion, but from an 8 year old.) And you could tell that it frustrated mom, but she didn't escalate the discipline factor. She just kept telling the kid to stop (which was completely ineffectual).

This subject has come up a lot.

Honestly I do think some brief, non-injurying stinging pain is in order for younger kids to learn boundaries. Spanking is not injurious if done correctly, and for consistent reasons.

But then that's how I was raised, and unless it's illegal, I see no reason not to use the same methods on my own kids someday.
