Despite the fact that I do think you should reward good performance and retain human capital with a package that includes an attractive pay structure, from a purely ngeow perspective, I do think the one person in the whole of Singapore who does not need such a large pay increase is the prime minister. Think about it: he's running the country now.

civil servants get the up to 33% pay increase will ministers get the 5-7% :P

it almost always costs less to pay the "heavenly" tiers a large percentage increase so that they can work the poor suckers harder and pay them a little increment. *grin*
