Only once or twice every hour, since time isn't a graduated thing but sectioned into time zones by us little humans.

Also, people tend to like 11:11 pm a little more because it's like you're staying up for it and in a way, sacrificing your sleep, which gives it a little more importance to them; it is actually a not-so-cool 23:11. meh.
