This is indeed the comics issue. I too have been waiting forever for it, and finally got a copy in the mail yesterday. There's some really cool Dan Clowes stuff as well as Julie Doucet, Jeffrey Brown, Lynda Barry and a ton of other people.
I have not read "Shrimpy and Paul", but just read a review of the book and it sounds really good. I think I'm going to try to pick that up after work today.
