Hrmn... Currently searching for a Tablet like device, at least the size of an average comic book. But I know virtually nothing about this kind of technology, so... any help from any readers out there would be greatly apreciated

Unfortunately that kind of stuff is usually pretty expensive. If the program can run on Windows 95 with about a 100MHz processor, then you can pick up some of the really old-school tablets on eBay for around $100. Anything faster than that, and the price jumps up to about $800 or more.
If you can find a different program, i.e. non-Windows, then you can pick up something like the Vadem Clio for cheap. They're much faster and way better designed than the x86-based solutions in the same price range, but they run either Linux or Windows CE, so your application choices need to be thought out.
I've worked with this kinda stuff a lot, so any questions you have, ask away. What exactly are you going to be doing with it?
Basically, something I can load downloaded comics on, and read em anywhere I like. I keep sending archived manga and the like to my girlfriend, and she loves it, but hates sitting on the computer to read em. Basically, I'm looking for something low-feature, windows compatable, comic book sized, and with a color screen. Dont need speed or anything.... O.o
Well, in that case, one of the HPC/Pro devices like the Clio would probably be ideal for you. They won't run that exact program, but I'm sure something similar exists.
