I *think* what is meant is the tab under Account Settings labeled "Facebook Ads" and turning that to "No one," but I'm curious to hear if that's not it. Having just searched for this on my own account...
I'm pretty sure this is a feature that's been around for a while, though maybe they're giving it a new push or something. If you went through your privacy settings back when Facebook overhauled all of their privacy stuff (was that early last year?) then you probably already made a choice of yes or no for this instant personalization, and your setting now is what you chose then. But if you didn't go through all your settings back then, maybe it's on or off and you don't know.
What it seems to do is allow certain web sites that have agreements with Facebook, to see what someone logged in to Facebook (but who is not your friend) can see of your profile. They can use this to do things like figure out whether someone else visiting their web site is your friend, if neither of you has disabled instant personalization and both of you are logged in to Facebook while browsing that other site.
Mine either defaulted to off, or it's a reworking of something that already existed which I had already set to off in the past. I suspect the latter. They're rebranding whatever feature replaced Beacon, and that feature's been around for a couple of years at least, and many people already turned it on or off when they redid their privacy settings when Facebook overhauled those sometime in the past couple of years.
They did just add that option. It may have defaulted to a different option (as evidenced by the fact that yours is off), but that option itself is new. However, it seems a number of people missed it and have it default to on now.
Yeah, I can see that the feature has been around for a while but they've added a new more granular privacy option. However, I don't think it's a new default - it seems to have inherited its value from whatever already existing privacy option controlled this feature before. Which I must've turned off at some point in the past, because this new option was already off for me.

New security setting to share your information (and possibly your friends' information) with 3rd party websites. It defaults to "On."
