Weather balloon

Has any one tried using a balloon(s) to send a small package into the air perhaps carrying a digital temperature or any other type of weather instrument?

if so, how high did you go and did you just release the balloon or did you keep it tethered?

Thanks for the reply.
I know NWS sends them up all the time but as far as personally i wasn't sure.
Sadly, due to financial reasons, I can't use radio transmissions like I want but I thought just to try this out, I would use a digital temperature that records a Max and Min, I know it wouldn't be "accurate", but just to see if I could do something like this, a kinda "test flight" if you will.

I forecast for the military sites along the south Texas border that send up balloons. I know they tether theirs because they have to bring them down if there's going to be high winds. As for individuals sending up balloons, I don't know.
