Revisited: Deck Dividing

Over in Tumblr-land, Butterfly and I were having a discussion about the division of Cards in the deck, between the anime and the manga (with I venting my unrelenting frustrations that there is an uneven number of cards in the manga). Butterfly suggested moving the discussion over to the comm, and I thought it was a good idea

I'd never realized there were so few cards in the manga. Is it definite that there's only 19 cards in the manga, or could it be that only 19 cards were shown?

Pretty sure there's only 19 total, because even in shots where the cards are all out, like in Final Judgement when they're all circling around her, there are exactly 19
