Death, in its primary sense, is when the soul departs the mortal shell it had inhabited previously. The soul crosses the barrier into the Netherworld--or not, and becomes a wandering ghost, unable to be reincarnated until it leaves the weight of its life behind.
The soul may remain in the Netherworld as long as it needs to--but eventually it must face judgment and reincarnation.
When the scientists bring someone back, they do so completely.
Though perhaps the sense of time being still is not without warrant. I'm told that when we are returned, we are brought back to the moment we left in our world.
