This sounds exactly like the outright lying and lack of response Jamie and I received when I had a letter sent to her from the UAE.
I also learned from them after escalating to some VPish sort of person, that they don't, in fact, guarantee delivery time/date for any package, it's all estimates with not recourse if they're late. If it crosses a country border, all bets are off (even though they stay in possession the entire time). For US domestic, they don't do residential anymore (and there was much rejoicing). I saw a shipment I had this past year touch DHL, but they were being used for lackeys to deliver it to the USPS for delivery. I was amused.
Yeah we stopped using DHL at a job when we sent a tax return next day over night and it took a week to to get there because when it arrived in the destination state, they transferred it to UPS ground. Clients were NOT PLEASED.
