But Lexington Bad-Driver Ordinance 1094.86 clearly states that persons on bicycles do not count as actual humans. Their hand signs only appear to be actual communication; and if they happen to get in the way of your car, even if they have been waving their arms for a half-mile, then running over them really isn't a crime.

I'm pretty sure this is covered in the KY driver's manual in the "Drive like an Asshole" chapter.
