Should be translatable to other programs.
No selective coloring used. No curves.
May not be beginner friendly.
1. Choose an image to use and crop it to 100x100 pixels. I chose this picture of Blake Lively:
2. Duplicate and set to softlight. (If it's too dark you can fool around with the opacity to get it right. I kept mine at 100%.
I have this:
3. Make a new raster layer and fill it with #0b1547
. Set it to exclusion. Now it looks like this:
4. Make a new raster layer and fill it with #0b471b
. Set it to softlight 63%. (again, you can fool again with it.)
Looks like this now:
5. Marge all layers. Duplicate and set to softlight 50%. Merge layers again.
6. Now it gets a little tricky. Make a selection in your image, the area you will want in color.
Copy it, and paste as a new image that looks like this:
. Now go to Image > Add Borders ... Use white and set each pixel to 2.
Now, do the same thing with gray, only using one pixel.

7. Go back to the original image, the one you added all the layers to. Make a new layer and fill it with white. Set it to Saturation 70%. Now it will be faded color, almost black and white.
8. Go back to the smaller image you made a border on. Copy it. Paste it onto the orginal image in the spot you got it from.

Press Ctrl + d to deselect it.
9. Make a new raster layer again. With your soft circle brush, make a mark on the icon with any red color. You can use any size you want and put it anywhere you want. Set to lighten 65%.
10. Merge all layers. Add any text and/or brushes you'd like. Merge all, and then you're done. :)
