It's comedy and it is really cute

PLOT: Mikan is a girl full of energy living in a town. She followed her best friend Hotaru who had moved, and she finally found Alice Gakuen. But it was a special school that only those who had special abilities called Alice could enter. She managed to enter the school, but she was embarrassed by the special environment. What would her school days become?

galaxy express 999 isn't exactly cute but it's a classic, the one with blonde haired lady.

Galaxy Express 999 is a old space drama that is rather serious. It can be found in movie versions as well TV series. Its in the same universe as Captain Harlock, Queen Emeraldas, Yamato, Maetel Legend, etc. Its by Leiji Matsumoto (You'll see the shows referenced as being in the Leijiverse.) The blonde featured in those icons is Maetel. And for the life of me, I can't remember the name of the kid, but that scene is him looking over the body of his dead mother. (Almost all women in Leijiverse look the same.)
