Is it permitted to wish folks a "Blessed Samhain" even though I'm not Wiccan? I want to wish folks a happy holy day but I'm unsure of the protocol and customs.

i wound up needing that extra hour... it seemed as if there was a sudden flurry of endings in the week or two before Samhain, including one who went on four feet, and i needed to honor each one...
