Yes.

He and his brother were part of the Toguro team, they won the Dark Tournament about 50 years ago. From what I know, both were human whose wish was to become demons and unkillable...and their wish was granted as winners.
The other Toguro brother looks almost exactly like Wesker but...bigger.
When I fought in the Dark Tournament, I watched some of the Toguro's team's fights. It was....interesting.

Looking back now...I am honestly not sure even with Suzuki's inventions how much of a chance we would have stood against the Toguro Team.
