Made in PSP9. NOT translatable. (oh, the irony :P )

Note: this won't work for ALL images. as you can see, the image i'm using is sorta washed out and blueish. so, mess with your layers and stuff. if it's too bright or colorful, fix the hue/sat and screen layers. mmkay? mmkay.

here we goooooooo..yay:

1. Duplicate base twice, set both to screen 100%
2. Duplicate base again, only this time set it to soft light and bring to the top.
3. On that soft light layer, go to Automatic Color Balance. settings are: strengh - 31, temp - 3007
4. Make a hue/sat/brightness adj. layer. settings are: hue - -5, saturation - +40
5. Make a new raster layer, fill it with #031D51, set to exclusion 50%
6. Make a color balance adj. layer. settings are:
midtones: 20, -15, 65
shadows: 10, 15, 17
highlights: 38, 43, 42
set this layer to darken.
7. Make a new raster layer, fill it with #FFE79F, set to multiply 20%
8. Make a brightness/contrast adj. layer. both brightness and contrast are set to 5.

and you're done :D

other icons with this tut, modified of course:
