Okay, seriously, Chen is a cat that has lived long enough (probably decades), to make a two-tailed magical cat, but she still is, mentally at least, a child. This means that she sees things the way a child does, and so she occasionally lack maturity. She is very nice, playful and friendly, although she does posses a small mischievous streak. She can be extremely polite, particularly when asked to by her master Ran and her master's master, Yukari.
Speaking of her masters, Chen deeply respects and loves them as family (with Ran being the pseudo-mom, and Yukari the psuedo-grandmother), and is pretty much utterly loyal to both of them. Partially because of this, she is interested in becoming more powerful, such as when she tried to command an army of cats, (unsuccessfully, of course). Like a child however, she might not be inclined to do something beneficial because it isn't “fun” or “cool”. She is also generally believed to also be friends with the more child-like characters of her canon, ie Cirno the ice fairy.
In summary, a cute, happy, playful kid with cat features. Oh, and she likes catnip and is scared of water, since touching water weakens her powers by removing her connection with Ran, leaving her just a “normal” two-tailed cat. So she doesn't go out in the rain.
What your character can offer: Like most Touhou characters, Chen can use danmaku, patterns of swarms of nonlethal magical bullets that act as concussive force. However, she is not that proficient at it unless she's with her master Ran (possibly Yukari also), which dramatically increases her powers...unless she gets wet. She is, regardless, extremely fast, her speed being said to be faster than the human eye when she suddenly moves from one side to another. She can fly, although she often does it while spinning around like a pinwheel, leaving a trail of bullets, or even lasers behind her as she spins across the sky...or just right into the opponent. Also, this cat does have claws...or at least, long fingernails.
What items will they be bringing with them? The clothes she's wearing, including that hat of hers.
Third-Person Sample:
Anyone looking outside would certainly see a strange sight, as what appeared to be a little girl with cat ears and two tails flew through the sky, a big happy expression on her face.
Then she turned around, blinked, and flew back. Anyone looking at the ground would see a pile of cats lazing around, scampering about, and mewing (or “nya”-ing, depending on the language).
The cat girl's happy expression became annoyed. “Hey, aren't you coming!” Chen said as she waved her hands. “Come on! Today's dinner is Chinese dumplings!” She was already thinking of eating them, in fact.
The cats either did not hear a word she said, or if they did, they didn't hear, continuing to laze about. One looked at Chen, then looked away.
“...Please?” Chen asked again, her ears beginning to droop. She wondered why wouldn't they listen to her. She was a strong cat,, she thought, and they should follow her...right?
“Chen” said a voice. A boyish woman with fox ears and nine tails appeared.
“Ah, Ran-sama!” the catgirl said, as she quickly ran over to her, her happy expression returning. Her master was here!
“What are you doing, Chen? It's nearly dinnertime.” said Ran, the fox-woman.
Chen's ears drooped again. “I'm trying to get these cats to follow me” she said. “But they won't listen to me unless they want to.”
Ran chuckled and gently rubbed the top of Chen's head, causing the cat girl to make a small purr. “You shouldn't have to worry about that Chen. They're just ordinary cats.”
“But if I can't get them to listen to me, how can I be a strong youkai like you are?”
Ran looked down and smiled “There's much more to being a strong youkai than having others listen to you, Chen.”
“There is?” the nekomata said, confused.
Ran nodded. “A strong youkai must also know when to listen to others.”
“Ohhh” exclaimed Chen. “So I must be pretty strong already since I listen to you all the time right?”
Ran nodded again. “But you still have a long way to go. Now come on Chen, I know you're hungry”
Chen grinned and nodded. “Today's dinner is Chinese dumplings!”
Ran nodded again, smiling, as the fox and the cat flew off into the sunset.
