I think the CJ not knowing was merely for exposition, a lot of the audience probably wouldn't know the details of the census so it would be worked into the script.
It was usually Donna for exposition back then, and she turned out to be this great political mind in later seasons so if I could accept that then I could accept CJ ending up as CoS.
I still remember when I first watched this ep about us taking the census back then, and it just happens that we had to take it again this year. LOL ;) Odd timing. LOL

I love the poker game at the beginning of this episode, I love when Bartlet was a geek about random trivia!
Also as a Sam/Josh shipper I liked Sam going to help Josh understand the commerce report, yeah right! ;)
I love how CJ compliments Sam when she wants something from him. Heh, I wish I could have Sam as a tutor!
Yay Matt Skinner! also liked Toby being so shocked by Mr Willis making up his mind in the meeting instead of already knowing.
Charlie was great this episode, I loved him putting Josh and Sam in thier place saying that they couldn't of taken any of the guys! LOL I agree, I adore them both but they are hardly tough guys!
It was another funny episode but it had some nice dramatice scenes like Leo telling Jed about his divorce and Bartlet's scene with Zoe.
I hate to be a killjoy, because this is a really great episode, but I have a big problem with the idea that CJ wouldn't know about the census. THERE IS NO WAY IN HELL THAT A MEMBER OF THE SENIOR STAFF WOULD NOT KNOW THAT INFORMATION. I understand that it was used for exposition purposes, but it demeans her character, especially because she later became the second-most powerful person in the world.
And to add my two cents to the endless "Sorkin is sexist" debate, I find it a bit troubling that Donna and CJ are always the ones always portayed as stupider than they really are for exposition purposes. I don't know, I just can't help but notice that no one ever had to explain anything to Charlie, who by all rights should know much less about policy than Donna or CJ.
That being said, this is an enjoyable episode with lots of good moments (Donna/Josh surplus convo! Bar scene!), and of course the creepy foreshadowing with Jed yelling at Zoe. Anybody know if Sorkin planned it all along? It sure seems like he did.
