according to Marvel Movies wikia Bucky and Steve are from Brooklyn New York. We aren't sure at what point they became friends, but he's always been his closest friend.
Bucky ends up going to fight in World War II.
He wound up on the frontline and him and his platoon were captured by Schmidt, a German officer.
Schmidt used him for some experimentation that has yet to be known.
Steve, after the Super Soldier serum was administered, found Bucky and rescued him.
Steve started an elite soldier group called the Howling Commandos to pick off Schmidt and HYDRA's locations around Europe. Bucky was Steve's right hand man.
On a mission on a train, Bucky fell off the train right as Steve was trying to save him. He fell into a ravine and is presumed dead.
personality:
Bucky was brought up in the '30s, so he is the typical male. He's everything one assumes of a World War II soldier. He has a sense of duty, what is right and wrong, his country, and he's very much a stereotypical male. He is loyal beyond a doubt though.
Having grown up with certain traits installed in him, his closest friend is Steve Rogers, a tiny asthmatic boy his age. His friend has an even bigger sense of what is right and wrong, and tends to get picked on for it. That's where Bucky comes in. He's a fighter and will do anything to protect his friend, once ending a fight for Steve when Steve wound up in an alley.
He also tries to talk Steve out of joining the army. It isn't that he doubts Steve, but he points out that it isn't a a back alley, it's a war.
He also does try to help him with women, though Bucky clearly has an ulterior motive for himself. He likes girls. He likes going out and checking them out. He even tries to make it with Peggy later.
He's a typical soldier. Made to fight for his country and do what is necessary. Even after Schmidt kidnaps, tortures, and experiments on him, all we see is a slightly out of it Bucky repeating his name and rank. That is all they would get from him. Which says a lot about his loyalty and devotion.
He shows the same to Steve after he rescues him. It's why Bucky joins the Howling Commandos, the Allied Soldier group made to stop HYDRA. He becomes Captain America's right hand man, and there's no other place for him. They go on every mission and both men have each other's back as well as the back's of the men in their group. They fight along side each other.
We also get to see how good at sniping Bucky is. That is he does and in all these scenes, we see him with his gun. Which means he knows how to detail a situation and get the best angle.
However he does falter on the train. He isn't perfect. He needed rescuing and while Steve tried to help, he couldn't. And Bucky plummets presumably to his death.
abilities/powers: He's a skilled soldier. His most prominent ability is that he's a sniper. He was kidnapped and experimented on, but he doesn't know what was done to him, so if he has any abilities, they're dormant. Otherwise, he's just your typical post-adolescent human male.

I've been through this before, so don't think I don't know what you're weird experiment is, Schmidt. [He clearly presumes it's him.] I'm an American soldier in the United States Army, 107th infantry. If you think for a moment I won't come after your Nazi ass when I figure out where I am, then your Red Skull is thicker than it looks.
[He's seriously pissed. And for right now, that's all you get.]

He found a place atop a sky scraper and that is where he'd stay. It was up high. Even if it didn't matter that no one had answers, this calmed him. He could at least look at all the angles up here.
So this was the after life? After everything. All the broads out there and all the good deeds and fighting for his country, it led to this? It seemed pointless. He ran a hand through his dark hair. No, he couldn't think like that. His life had a point in stopping Schmidt. There were two hundred soldiers Steve had saved. Bet they didn't think it was pointless.
Steve.
Now that was a subject all in itself. He sat uncomfortably up there and looked down over the city. For a moment he distracted himself.
Part of himself felt hardened by dying. It wasn't Steve's fault. No, it was his. He failed, and it was unacceptable. But how to handle it now? Things had changed so much between them. For one thing, it was Bucky at Steve's side. Some kind of sidekick to the great Captain America. He scowls and leans back.
But then part of it felt right. Like he always had his back no matter. It didn't matter where or when they were. They were together, right?
And now they could go on proper double dates. Never mind the Peggy and time differences thing. He mentally roles his eyes. There were enough gals round the city to at least do something together. Otherwise what really was the point of this place?
Nothing had to change if he didn't want it to. That's how he saw it.
