Also: The Fiscal rules are almost the same as Ed Balls's

The OBR growth forecast was downgraded from 2.2% to 1.4% ----Because of Brexit

And oh the plan to have a surplus by 2020 has been scrapped

The tax free personal allowance is not a benefit to low earners? It's a benefit for middle and higher earners
