Personality: Spy is an asshole, plain and simple. Like most of the Team Fortress 2 characters, most of the words that come out of his mouth are insults. They're not always particularly creative, or classy, for that matter, but they almost always hit below the belt. Despite the fact that he's part of a team, Spy is definitely not a team player.
Spy is immature and childish. He constantly calls the opposing team's members names, and he picks on them as well. For example, when dominating a Scout, he will ask to borrow his headset so he can say, "This is Scout! Rainbows make me cry! Over!"
As a Spy, he must be sneaky. He has learned to mimic others in order to keep his disguise in tact, as seen in the Meet the Spy video. In that video, he stays disguised at Scout for most of the video; he takes on his Boston accent, his cocky attitude, and acts appropriately when pictures of his mother in sexual relations with the Spy are shown to him. As such, he can mimic other classes as well, and can probably take on the identity of anyone else he meets and has had the opportunity to observe. Spy is perceptive and pays attention to small details, and he can also read people relatively well; he needs these skills in order to be a good Spy.
He'll hit where it hurts. As a Spy, he gets most of his kills from backstabbing, and will disguise as other teammates in order to get in the front lines. He'll use any bit of information available in order to get the upper hand, even if it means playing dirty. Spy hides in the shadows and slips in where he wants to; he will do whatever it takes in order to get what he wants.
Spy can be dashing and gentlemanly if he feels the need for it. He managed to seduce BLU Scout's mother and appears to treat her well. (ex: the pictures of him holding hands with her, the way he treats that same picture with tenderness). He has also earned the title "metaphorical ladykiller", as seen in his description. He will give thank yous where it's earned, like when he's being healed by a Medic or after using an Engineer's teleport machine. He addresses the men on his team as "Gentlemen", as well as an opponent who challenges him to a duel.
In addition, he speaks rather well, especially compared to his teammates. He doesn't use a lot of slang, and uses his relatively large vocabulary when insulting his enemies. Not to say he wouldn't use simple and crude phrases like "you suck!", but when speaking normally he talks articulately, minus the accent.
Spy is confident, cocky, and a bit vain. He's confident in his ability to kill, and will take credit if his team wins a battle. If his team wins, he claims it was "all in a day's work." When on the battlefield, he insults the enemy Spy's suit by calling it cheap, and he worries about getting blood on his suit. He also calls the opposing team's Spy a "handsome rogue"; in saying that, he is calling himself a handsome rogue, as both Spies look identical, minus the suit and balaclava color.
All in all, Spy is rather like the rest of his teammates: cocky, immature, and insulting. But at least he can hide it all behind a mask. A paper mask, to be exact.
Background: In Team Fortress 2, all characters are involved in a war against a team that is almost identical to themselves; the only thing that differentiates them is their team color. Spy comes from the RED team, normally the defensive team. Depending on the map, the goal of the war differs; this Spy comes from a payload map, meaning that he has to defend a base from the opposing team's bombs.
All of this takes place in 1968, so he is unfamiliar with technology from today's world. This also means he goes by the mindset of that time: men are in charge of the workplace, women need to stay at home, homosexuality is a disease, an honest man has an honest job, etc.
Abilities/Additional Notes: Spy has a disguise kit that allows him to take the identity of another character. It's up to him to take on their mannerisms, but to others he appears to look exactly as the person he's disguised as. In reality, he's wearing a paper mask with his victim's face on it. This device can be broken down by Jarate, piss in a jar, and is hidden in his cigarette case.

Spy presses as close as possible to the wall, glad to be in the shadows. It's something familiar that he can feel, something that's tangible, and relief floods him. Shoulders relaxed, but not unprepared, Spy reaches into his jacket to pull out his cigarette case. He picks one out and lights up. The flame flickers in the darkness, illuminating his face and the area around it, but he pays it no heed and takes a drag. His shoulders relaxed further; there were no annoying Scouts, no mumbling monsters, no complaining Medics, and no screaming Soldiers to bother him here. All he had was his cigarettes and the company of himself. He wouldn't have it any other way, no.
And although he's back in the shadows, it's not a familiar shadow. But he's a Spy; it's his job to adapt, and he'll be damned if he can't adjust to the shadows, even if they belong to a city he hasn't completely wrapped his mind around yet.
He continues to slink off, the only sign of his presence being the smoke of his cigarette trailing behind him.
