Appearance:
Julian is a 5'10", Caucasian male with an athletic build, bright blue eyes, and layered, well-styled black hair. He's covered in scars, bruises, and cuts, and dresses like any self-assured teenage boy his age. The most notable thing that he's bringing with him is a necklace with a tiny hourglass on it.
Personality:
Julian could easily be described as an arrogant douchebag. In fact, almost everyone who knows him would describe him as an arrogant douchebag. He was renowned for having a huge ego and bragging about it, shoving it into everyone's faces and reminding them that they aren't as good as him. He was -- and sometimes -- is arrogance epitomized, inevitably coming off as quite the elitist, looking down on others who didn't agree or follow him, or just those he deemed weren't as good or qualified to be alongside of him. He's a troublemaker, someone who resists authority, and in the end, finds that only his word is right and that all else should believe in what he says. It doesn't help that he's charismatic too. In fact, enough that, while his jerkiness was obvious and everyone knew it, people were drawn to him despite this, if only for the charm he can fake and his natural good looks.
Of course, he's flirtatious. He objectifies women and spends most of his time making crude comments, and yet, somehow always getting the girl. And, of course, Julian's a bully -- manipulative and almost cruel at times, vicious to those he can't stand or are against, and relentless when it comes to getting them back. He's almost immature because of this, bratty when he doesn't get what he wants and vindictive, determined, stubborn, and inevitably, thinking only for himself and his ego. (Yes, there was the loyalty and his passion for his friends, but most of the time, he comes first.)
After all the events that happened to him though, Julian could be described as someone who matured. Using the word very, very loosely. However, instead of growing up into, say, a sensible adult with good moral values or whatever consists of sensible adults, Julian, like the other students, only grew bitter and somewhat serious (with a small sprinkling of PTSD to boot! Oh boy!) He became much more quiet and someone who spent a lot less time smirking and a lot more scowling at, well, everything. His arrogance quickly grew into something of a superiority complex, especially against the humans of his world, with him firmly believing that they couldn't live amongst one another, or the mutants must live on top. He was quick to refer to them as cavemen and even quicker to harm and beat them down. Julian grew to be reckless and headstrong, someone who jumped into anything without thinking, despite his insistence on having a "plan" and the plan leading to them "getting arrested" because that was a good idea.
Sure, he may be smart but he wasn't a genius and he sure didn't like to use his brain a lot, going into everything irrationally or just thinking, "fight" when the options may not just be "fight or flight". He wasn't someone who saw the big picture, just a small little clip of the current scenario he was in. He doesn't think of consequences and he doesn't think ahead, only thinking of the here and now, despite his claims of being "of the future". And his recklessness and headstrong-hood only adds up to his one major quality that developed from having a slight temper to being something that was truly frightening -- his temper. Julian grew to have rather impressive anger issues, ones that need to be pointed out almost all the time. To add to his short fuse, not only does he snap very quickly, his temper becomes something to fear with the way his telekinesis is prone to affect it and the things around him. And he's easily set off, whether it be comments from people, actions done by others, or something done by himself, taking it out on those around him and becoming almost blinded by who he could hurt or how many relationships he could lose. In fact, Julian lost a sense of making a real relationship that was anything outside of sexual satisfaction, and became almost unable to process real romantic feelings. It was part fear of becoming attached only for his heart to be broken again and another part just having a real inability to understand it. Julian grew to suppress most of his emotions, such as sadness or depression or anything of the like, and instead, bottled it all up and if he were to release his emotions, only doing so in a violent or a moment of rage. When he lost his hands, Julian's reaction was one of bitterness and constant complaining, but there was no real outlash until he was fighting an infected Karima. This could be shown as yet, more fear of having to confront something that he was afraid of or didn't understand.
Julian became someone who refused to be censored and refused to be kept down. He wouldn't take orders from anyone and he was constantly trying to make himself first. His opinions were always right and whether it was because of his spoiled childhood or because of his inability to let anyone else be the leader, Julian often finds himself in conflict or confrontation with almost everyone. It's not that he can't be a good person or a good friend, it's just that he always has to be right. Or on top. It's the alpha male in him -- Julian acts aggressively if he feels threatened in anyway and tends to lash out irrationally or becomes easily provoked. He has to prove himself to be the best and that everyone should follow his lead.
Despite all of his flaws though and there's a great many of them, Julian still remains extremely protective to his friends and the people he cares and holds closely, protecting them no matter what and at any costs. He's willing to travel to great lengths to stand by them and has a great sense of loyalty, whether it's to his companions or his species. He can be very caring and has a softer side that he puts up walls around at all times, only showing such a side to his friends and girls that he knows very well. He can be very gentle and an understanding person, proven to be someone who's good at listening to others' problems when he wants to and good at comforting when he can. He can have something similar to a big brother complex and has an unfortunate weakness to less than aggressive girls, bonding with them better than he would anyone else. Even if he's still a flirtatious pervert who often thinks with his dick than he does his brain.
And even with his his trouble-making nature and the constant rage that bubbles under the surface now, Julian for the most part, comes off as angry and quiet. He's quick to shrug people off he's disinterested in and ignore those who he couldn't be bothered with. The cold shoulder is his favourite response to use, and if he wants to say something, it's usually dripping with sarcasm and an almost cruelty. The childish naivety is gone and his ideals of fame and glory are replaced with something similar to walking the fine line between justice and sadistic tendencies -- finding himself willing to almost kill or brutally harm those just to project a selfish sort of revenge upon them, or just because it gives him the concept that he won. Going from someone with strong ethic morals and a firm belief in killing, Julian has developed a skewed morality, clouded by his own selfishness and frustration.
Julian grew from an arrogant, spoiled brat of a wannabe-hero to someone who saw the harshest side of a society that hates his kind, and grew only to survive this cruelty and prejudice, leaving, if anything, someone "of the future".
If you are apping a character arriving from another game: He becomes less of a douche. Which is a horrible way to put it, but true. Julian becomes very attached to the people he gets "close" to, appearing more as the big brother figure than before. Unfortunately, he also became wary and mistrusting towards others and it's very difficult for him to open up, if at all. However, he's less destructive, but his temper is a bit... worse.

X-Men Legacy: 242 because it's a pretty depressing canon point and one of his last few appearances when I last played him.
If you are apping a character arriving from another game: Julian would be coming from
paradisa. To sum up his time there, he lived in a magical castle for a good year or so that gave him anything he wanted except it sucked. Most important things that happened to him was when he got kidnapped and held in a basement by Riful for a week, subsequently tortured and starved before being rescued. He then made a deal with the witch, Lambdadelta, who took off the mental blocks on his telekinetic powers, making them harder for him to control, then tormented by Lambdadelta's rival, Bernkastel, before he went on a loss that appeared as a canon bump. Basically, he had no hands for a week. More stuff happened, he became frans with Uru, adopted a little girl named Justinia, and then we hit the high school loss where the castle changes into a high school. He gets into fights, and then Uru tries to stab him with a pencil because it turns out she got infected by an alien.
And then he actually gets bumped so he has no hands before his friend Josh arrives and heals them back. Until the Day of the Dead loss where he's forced to see every single mutant friend of his' grave. Awkward. And then he gets thrown into the Dead Zone.
Oh, right, at some point, Lambdadelta agreed to be his guardian. So there's that.
He meets Stephanie Brown and they become frans, and she basically takes over his life and more stuff happens that I guess isn't important. And then they fall in love with each other because of Cupid. Steph and Jules, that is. Also they had a lot of dirty sex. And then Laura gets sent in and then sent back out and he throws a little bitch fit about it and disappears for a month. Then there were turtledoves and everyone made out.
Then the most significant thing to happen is that Lambdadelta and Bernkastel fight it out and kill one another, after bringing Julian into it. So he watches his guardian die. And it's horribly depressing.
Then Sofia leaves too.
And then Wolverine gets sent in and Laura gets sent in again too and they both kick his ass or something. And then Laura and Julian reenact Grease.

The first thing Julian Keller noticed when he stepped out into the light was his head damn fucking hurt. Whether it was from the whiplash of ending up here (man, this was like Limbo all over again), or just from stepping out into the light after hanging around in that room, squinting at that screen and waiting for the woman's voice to come back, he wasn't sure. Either way, it didn't change the fact that he was still feeling queasy and had the sudden urge to just wreck something.
But even he knew that arriving in some strange place and beating things -- or people -- up was not the best idea. And it was rather hard when you didn't have fists.
Either way, starting some property destruction was not how he wanted to make his name here.
Okay, getting his thoughts together (as he looked around at the towering buildings and skyscrapers, taking in the sights and ignoring that feeling like he was in New York again). He was in the City. He was in the City and he had no idea where that was. Also, he had some pamphlet on the City (and this would forever not stop being a stupid name to him) and some just as stupid dog tags that were supposed to do something, but honestly, he hadn't had time to read the damn pamphlet because some civilians were being narrow-minded jerks and giving him what he could swear was the stink-eye.
What -- never seen a hands-less teenager walk around with some items floating around him. Freaks.
There was a moment where he turned glowing green gaze towards the few people standing across the street, almost glowering at them, before turning abruptly down the nearest alleyway, disappearing from sight. He didn't need to deal with that. He didn't need to deal with that fucking humiliation or pity they were giving him -- or maybe they were just afraid because he was probably another freak with powers. Yeah, he had heard it all. It was bad enough at home as it was -- he was a freak among freaks, a showcase that people mocked or just shoved their apologies towards, like that would make them grow back, like that would make them fix anything. And whatever, life was better now that that Sentinel was killed by Little Miss Jesus, but that didn't give him his hands back. And that didn't make his parents want him anymore, or the depowered who were killed on that bus come back, or the Purifiers pay for what they did --
He groaned and leaned against a wall, slumping down to the ground and letting the dog tags, communicator, and pamphlet drop to the ground in front of him, hidden from view by a broken fire escape. Yeah, that's right. His life was pathetic. Here he was in some modern Limbo and he was hiding behind a dumpster. Way to go, Hellion. You really do live up to your name. A bunch of dead teenagers that probably had shitty powers to begin with. (And stupid costumes.) He'd have to find a way out of here, of course. See if the others were around -- but after that fight with Bastion, he had no idea where anyone went. Everyone had bolted and he had been left on Utopia with fucking Summers and the rest of the minor mutants that no one cared about. (He regretted thinking that instantly, because one of those mutants was Santo and, well, Santo was a friend.)
But, fuck, if he wasn't mad.
And he had every right to be, didn't he? It was one thing after another and he was never given a break. Ever since day one, it was violence or chaos or ass-kicking or some dumb, prejudiced thing that all bottled down to him being a mutant. To everyone being a mutant. To being different. And here he was, sitting in urban grunge, hands-less, homeless, and disoriented. (Even if that feeling had slightly subsided since he had left the building.) Sure, him being here might not possibly be because of that, but at this point, it felt like life was going, "Sucker." and then kicking him in the nads. And hell, he'd even admit that there were people worse off than him, but he was the guy with the broken fire escape hanging over his head. And it was freaking ridiculous and all he could think about was just busting his way through that building and demanding that someone show him how to get back to Utopia or San Francisco or wherever.
But that wasn't a good idea.
And you know what else wasn't a good idea? This damn pity party he was throwing. Where was his fucking crown because he was the king of being pathetic. What happened to that over-confident, arrogant bastard that got all the girls and all the guys envied? (He already knew the answer to that and it was hard enough not to think it, let alone not to look at it.) But things changed -- shit got grittier and as much as he hated to admit it, he hadn't. He had -- gotten soft, maybe? Something that he didn't want to look to. He was becoming weak and it was disgusting and --
Those eyes flashed green again and he gritted his teeth.
No, none of this. He was done. Julian's gaze moved to the figures of people passing his alleyway, as if looking for confirmation for something that he wasn't sure of. But, of course, there was none. And why would there be? For now, he turned his stare down to that communicator and closed his eyes for a moment before opening them again. There was a click and he began to speak.
