It looks like his body is covered in something that's giving him a very pasty white color, so maybe he's supposed to be a statue or a gargoyle? I mean, even his hair is covered, so it's completely uniform.
The song does also say "Anything can happen", so I guess the statue came to life to dance around with people?
Well... It doesn't seem to make much sense XD. At one point it's as if they're on the rooftops for the chimney sweeps, then the next they're all dancing with maids, servants, and an animated statue (Which does follow the movie sense the end of the song is back inside the kids house... but no statue...). I guess it makes more sense on broadway with a scene change that they didn't have at the Tony's? Otherwise it does kind of seem like one of the actors just happened to forget his clothing and fall into a vat of paint on his way out of the curtains.
It'd probably work better if they had other inanimate objects suddenly come to life and start dancing around or something.
Also for Entertainment at the Tonys they have limited sets, plus they make a medley of several songs, so that may not actually happen at the end of that song.
