Have you considered looking at meetup for finding like minded folks in your neighborhood (like...a meetup for pink floyd laser shows or irish pub crawls or whathaveyou). I haven't used it myself but recently transplanted friends have to great success. starting a new social network is hard but good on you for recognizing what you need.
