What?

If we're not willing ot use it on our own citizens, then we can't use it on our enemies! Because we care about the lives of our enemies, but not our citizens!

I think this is not as it seems. I really believe this is being taken out of context. I think the Air Force Chief just suffers from poor communication skills.

These weapons they are talking about are designed to be non-lethal. I think the chief is saying that -- if we want to say these weapons are truly harmless, then we should have confidence enough in their harmlessness to be willing to use them on ourselves. If we want to use these weapons at all, they shouldn't be tested on unwitting people from other nations before we test them in America.

Frankly -- I wouldn't hop on this as negative no matter what the Air Force chief meant: current policy for the US involves using phosphorus weapons and cluster bombs on civilian targets. Does anyone here think those are better than what the Air Force chief is talking about using on civilians?

If the Air Force really wanted to save money they'd look into cutting Black Book projects.
