I know a lot of people will probably jump up and say "Nay" to this, but, I find that D&D 3.5 edition is infinitely more "bendable" to settings than 4th edition may be. With its large variety of existing material you can pick and choose what you want to make a pirate-y setting. If you're familiar with it and have access to it, I might suggest going homebrew that way.

I'm a homebrew fag and hopelessly in love with my own creativity (or angrily obsessed over my lack of it)
So, for things such as this, you can pick up a book and do it straight from the pages, or, you can be true to the pirate-y ways, make something up yourself, and be a fag.

I choose fag every time.
