DW is much more responsive to user needs and requests than LJ is; it's more supportive of fanfic; you can post longer files (the LJ limit is 10k; I don't know if DW even has a limit). Except for the file size thing, though, I don't usually notice much difference in my day-to-day activities.
I maintain a DW account because a) cross-posting between DW and LJ is extra-simple and easy, and since there's no extra hassle in maintaining two journals, I figure, why not? and b) it's inevitable that eventually LJ will piss me off enough that I'll want to leave completely. This way I have a new berth all ready for me.
Drawbacks to DW (for me): DW is still a smaller community; most of my fannish activities are still centered on LJ; I have to skim two journals a day instead of one; you have to find your various friends on DW and refriend everybody. But these are minor issues.
Bottom Line: once I set up my account and imported my LJ, DW takes very little extra effort to maintain. It's free, it's easy, it doesn't add much extra work, so why
I like Dreamwidth a lot. With all the changes LJ is making to its display and navigation, DW is a lot easier for me to use, and the people who run DW are contentious and really interested in what their users want.
I think you should give DW a try; it's really easy to set it up so that DW automatically crossposts to your LJ if you want, and you can import your whole LJ -- entries, icons, comments and all -- if you're a journal completeist, like me.
I like dreamwidth's policies better than livejournal's and I like that I have set it up to automatically post at both but there are still more people I love at livejournal and it is slightly more annoying to have both places to read/write.
for me, dw does way more of the things i want, and keeps getting better, and lj keeps doing things i hate and getting worse, so, yeah, i like dw better. cross-posting is easy; importing is easy; the site scheme pages on dw are way more workable than lj's are at this point. if i could, i'd spend all my time there.
