It seems this city is either calm or filled with death. There doesn't seem to be a mediator between the two...

When the water is calm, people wish for waves, but when waves come, people wish for calm.

I suppose in such a place where there is little to distract oneself with (aside from monsters), people can only complain.

No, we cannot. However, it's never stopped people from pretending to be happy.

Though, I suppose even a lie can die eventually.
