try philosophy products. theyve done wonders for my skin and i cant say enough about them. their products never dried out my face. i use the purity cleanser twice a day, i exfoliate (exfoliate kit) about 3 times a week and i do a peel once a month (microdelivery peel).
i started off with the clear kit (no longer available, but its similar to the acne kit). as my skin began clearing up, i added the exfoliate kit and soon after that the microdelivery peel. i was going to use the oxygen peel, but my skin was clear by then and that one is specifically for congested skin.

There could be a number of culprits:

What are you using on your hair? I've noticed that certain moisturizers I use in my hair are too heavy and tend to take a toll on my skin.

Do you use a telephone a lot? That can be an additional cause of the chin breakouts.

Have you ever tried using products for oily skin on your t-zone area and chin, and then products for normal to dry skin in other areas?

There are a number of ingredients that can help you out. Tea tree oil, a natural disinfectant, helps to clear the skin of bacterias which cause breakouts. Vitamin C helps to brighten the skin and helps to fade acne scars. If you aren't against it, you may also want to have a conversation with your gynocologist around birth control pills that can actually help to curb your breakouts. Vitamin E will helps to keep your normal to dry areas hydrated and is a neccessity during cold months.

Do you wear your hair back? If not, you should try doing it that way more often otherwise the residue from your hair products can clog your pores and cause breakouts.

You may also want to try using a handsfree headset for your phone.

Proactiv has benzoyl peroxide, but I do believe they have products that contain salicylic acid which is another acne fighter.
